Add ability to moderate suggestions#178

I love Nolt and want to open it up for our organization, however, I want to moderate what gets posted for everyone to see. Is there a way, or can something be added, so that all new suggestions are put in a “awaiting approval” and not be shown to everyone until an admin approves it.
