Mark all posts private until they are made public by an admin or moderator#574

A setting at the board-level which automatically marks all new posts as private until made public by an admin or moderator.

This is already possible with moderation, but private/public maybe a better model for handling posts which are not profane/bad (to be rejected by moderation) but rather just posts we’d like to keep private.
