Stricter vote checking for suggestions - IP/Browser Cookie Checks#544

In the lieu of how potentially easy it would be to just use alt accounts to “vote up/down” posts, stricter checking such as per-IP and per-browser cookies could help.

This is, of course, not infallible and is still easily gotten around, but certainly not to the extent for how the current system works.
